Marco Rubio Tells US Diplomats to Play Down Fears of a Tech “Kill Switch”

US Secretary of State Marco Rubio has instructed American diplomats to counter the narrative that Washington can remotely disable technology abroad, a concept known as the "tech kill switch."
In a cable dated July 16, reviewed by Reuters, Rubio urged envoys to challenge the idea that pausing or testing new technologies constitutes such a switch. He emphasized there is "no government ‘magic button.’"
The cable, obtained by Reuters, states:
"Pausing narrow uses or requiring a 30-day testing window prior to release of a highly potent new technology is not a ‘Kill Switch.’"
"There is no government ‘magic button.’"
It characterized the concerns as exaggerated and called for diplomats to clarify US technology policy nuances.
The Origin of Anxiety:
This debate stems from a June incident where the Trump administration blocked non-US residents’ access to Anthropic’s most advanced AI models, Mythos and Fable, citing national security. The move sparked anxiety among European officials who feared depending on American technology. Several capitals wondered if their AI systems were subject to remote deactivation, leading to discussions of "digital sovereignty."
Rubio’s Response:
Rubio’s cable instructed diplomats:
- To discourage initiatives promoting “so-called ‘digital sovereignty’” that might isolate US products.
- To highlight the advantages and superior performance of US AI technologies.
