AI’s most powerful competitors have unexpectedly found common ground: the need for immediate regulation of frontier Artificial Intelligence (AI). Google DeepMind’s Demis Hassabis, OpenAI’s Sam Altman, and Anthropic’s Dario Amodei have each published proposals to govern advanced AI models. While their methods differ, they all agree on the urgency of the situation.

In a rare display of unity within the competitive tech industry, these AI pioneers have aligned on a critical issue: frontier AI needs regulation now. Over five weeks, each leader unveiled their vision for policing the most capable AI models, as reported by Axios.
Where they agree:
- Independent Testing: All advocate for testing frontier models by external parties prior to release, breaking with the current self-reporting practice within the industry.
- Centralized Regulation: They collectively support a single authority in the US to set standards, ensure compliance, and restrict access to potentially dangerous models.
- Focus on Powerful Models: Their target is a specific class of highly capable AI models rather than a broad crackdown on all AI.
Where they differ:
- Regulatory Power: Amodei proposes an FAA for AI—a federal body with the power to block releases outright. Hassabis, on the other hand, prefers a FINRA-style (Financial Industry Regulatory Authority) body funded by the industry but overseen by the government, starting with voluntary reviews. Altman envisions an international forum similar to the International Atomic Energy Agency (IAEA), utilizing access to models and markets as leverage.
A Rare Truce in AI Discourse:
Hassabis’ proposal received praise from across the competitive landscape. Altman called it "thoughtful," while Microsoft’s Satya Nadella and even Elon Musk, a known critic of Altman, expressed support. Anthropic’s Jack Clark hailed it as “excellent.”
This alignment comes amid growing pressure from Washington. Over the same five-week period, the US government restricted or delayed the release of two frontier AI models—Anthropic’s Fable and Mythos, and OpenAI’s GPT-5.6—citing cybersecurity concerns.
The Catch:
While startups and open-source developers might lack the resources to handle a stringent certification process, critics warn that such regulation could lead to regulatory capture, where safety rules might favor the biggest tech labs. These same rivals are now at the forefront of lobbying for these regulations.
