EU Set to Name AWS and Azure as DMA Gatekeepers in November
The European Commission (get the details) (find out more) plans to designate Amazon Web Services and Microsoft Azure as gatekeepers under the Digital Markets Act (DMA) in November, according to a report by Bloomberg.
Citing sources familiar with the matter, Bloomberg states that regulators are finalising an investigation concluding both cloud services fall under the bloc's Big Tech rules.
(Showcasing the draft decision's potential impact) A final decision would confirm the preliminary view shared by the Commission in June, which determined AWS and Azure are key gateways between businesses and their customers, given their large customer bases and significant market share within the EU's cloud services landscape.
Once designated, Amazon and Microsoft would have six months to bring their services into compliance with the DMA, which prevents gatekeepers from favouring their own products and requires them to work with rival services and allow data portability.
Fines for breaching the DMA can reach up to 10% of global sales or 20% for repeat offenses.
Both companies have already expressed opposition to the designation, arguing that Europe's cloud sector is highly competitive and already regulated through the Data Act.
The Commission initiated cloud investigations in November 2025, giving them approximately a year to complete reviews under the DMA guidelines.
