Dubai Mandates Private-Sector AI Adoption Within Two Years

Dubai Crown Prince Sheikh Hamdan has launched a two-year initiative to transition the emirate’s entire private sector to agentic AI, with comprehensive support including:

  • Training tracks for all business councils affiliated with the Dubai Chamber of Commerce.
  • Government-funded incubators dedicated to agentic AI startups.
  • Dedicated investment funds administered through the Dubai Chamber of Commerce.

This initiative follows the UAE cabinet’s directive from April 2026 to deliver 50% of federal government services through autonomous AI agents by 2028, making Dubai the first city to set a specific private-sector AI adoption deadline.

The Context

The UAE has been paving the way for this rapid transformation with initiatives like the "Abu Dhabi Government Digital Strategy 2025 to 2027" allocated AED 13 billion ($3.5 billion).

Every major government now has an AI strategy. Most involve pilot programs, task forces, and multi-year roadmaps that promise transformation without specifying a deadline. Dubai has taken a different approach.
