In an interview with GeekWire, Gates revealed the private concerns of AI leaders, who are worried about the rapid advancements in AI but remain quiet publicly.

Gates’ Proposal: A Tax on AI and New Institutions

Gates proposed a tax on AI in a recent memo, emphasizing the need for new institutions to manage the transition as AI takes over certain jobs traditionally done by humans. He argued that the industry is crossing safety lines and no one is ready for the consequences. This idea was initially suggested in February 2017, when he proposed taxing robots, but the European Parliament voted against it at the time.

Historical Context: The Robotics Rules of 2017

In the same month as Gates’ initial proposal, the European Parliament adopted robotics rules that left out the tax. Instead, they focused on regulations for risk assessment and human oversight, which are addressed in the AI Act. However, nine years later, no member state has implemented either a robot tax or reserved specific jobs for humans.

Gates’ Observation: Lack of Control

Gates noted a concerning trend: "Even lack of control that I thought would be many years from now, we’re seeing lack of control." He believes the industry is moving faster than expected, and his memo highlights this growing issue.

This isn’t Gates’ first time proposing an AI tax, and Europe has already voted against it. Despite the existing regulations and the thinner-than-expected evidence base for AI’s job impact, Gates continues to advocate for change, emphasizing the need for better preparation for the future of work in the age of AI.
