Huawei bid to build Egypt’s AI data centres, and Washington is scrambling

Huawei’s AI Data Centre Bid: A Global Game Changer?

Huawei has submitted a bid to build AI data centres for the Egyptian government, offering a significant number of its Ascend chips and a rapid 12-month build time. This move has sparked a response from the US State Department, which is attempting to form a counter-bid with tech giants Nvidia, AMD, and Microsoft.

The Bid Details:

  • Chip Offer: 1,408 of Huawei’s advanced Ascend 950-series chips for AI training, along with 600 additional chips, either the same 950DT or the older 910B, for inference clusters.
  • Build Time: A swift 12-month completion period.
  • Partners: The bid is a partnership with iFlytek, a Chinese speech and surveillance company on a US blacklist since 2019.
  • Capabilities: The proposal includes advanced recognition technologies, vehicle identification, individual identification, and "situation awareness" with a focus on national population databases.

A Strategic Move for Huawei:

Huawei has been actively attempting to export its chips for over a year, facing challenges due to US restrictions on chipmaking tools. This bid presents a chance to prove foreign demand and showcase its ability to supply.

Washington’s Response:

The US State Department, concerned about potential technology restrictions, has reached out to Nvidia, AMD, and Microsoft to form a counter-bid. This comes as part of a broader strategy to maintain American leadership in AI technology.

The Significance:

If successful, this bid could be a significant step towards global AI data centre development, with Egypt as a potential testing ground for a tech ecosystem that includes both Chinese and American giants.
