The US and Global AI Alignment: A Diplomatic Showdown

The US is poised to instruct 35 countries to make a crucial choice: align with the US or China in the realm of artificial intelligence (AI). This move comes as a draft State Department letter circulates, addressing those signatories of an American "AI Opportunity Statement" from June.

The letter, though bluntly worded, emphasizes the need for nations to choose between participating in Pax Silica—a US-led initiative aimed at securing AI supply chains and promoting collaboration among members—and China’s competing AI framework. Notably, Kazakhstan’s dual membership in both initiatives has prompted this diplomatic intervention.

Pax Silica: A Multi-Pronged Approach

Launched last year, Pax Silica seeks to fortify supply chains across three key areas: AI models, semiconductors, and critical minerals. Approximately two dozen countries, including Japan, Australia, South Korea, and Kazakhstan, have already joined. While the framework is non-binding, it encourages shared investment opportunities in AI projects and coordinated export controls among members.

A Rival Framework Emerges

In contrast, China recently established the World Artificial Intelligence Cooperation Organization (WAICO), offering open-weight AI models as an alternative to American influence. However, Chinese officials are reportedly considering restrictions on overseas access to their leading AI models, indicating a less-than-open stance.

The Delicate Balance

The US draft letter sidesteps direct mentions of China, instead focusing on "duplicative initiatives whose expectations conflict with our own." The underlying message is clear: countries cannot hold membership in both Pax Silica and China’s AI framework simultaneously. This choice becomes even more significant given Kazakhstan’s dual participation, which has raised alarm bells in Washington due to the country’s abundant reserves of minerals crucial for advanced chips.

The letter, while undated and awaiting official release, underscores the urgency with which the US addresses global AI alignment. As one US official revealed, the goal is to make it crystal clear that "you can’t have it both ways."
