FCC Bans ‘Foreign’ Robots and Inverters Over China Fears

The US has moved to block new imports of foreign-made robots and power inverters, citing national security concerns. While the order doesn’t explicitly name China, the target is clear.

The Details:

The Federal Communications Commission (FCC) added these two categories to its Covered List on Tuesday:

  • Advanced robotic devices, including mobile robots like humanoids and quadrupeds.
  • Connected power inverters, which connect solar panels, batteries, and data center gear to the grid.

This move effectively blocks new imports of such equipment unless they receive FCC authorization. Almost all electronic devices require this approval before entering the US market, as seen with DJI drones and Huawei network kits.

The Ban’s Reach:

The FCC states that the ban applies to foreign-produced robots and inverters "regardless of the nationality of origin." This wording is deliberate, allowing Washington to frame China as the primary threat while applying pressure on all manufacturers.

Exemption and Security Review:

Manufacturers can seek "Conditional Approval" to keep selling their products if they pass a security review. The Department of War oversees robots, while Homeland Security handles inverters. In practice, this puts the Pentagon in charge of which robots are approved for sale in the US, potentially including Chinese firms.

Why Robots and Inverters?

The pairing may seem unusual, but both devices share a common security concern: they’re networked and can be remotely controlled. Grid inverters, for example, phone home for monitoring and firmware updates, raising the risk of data exfiltration or remote control.

Similarly, robots collect data that could be exploited for surveillance or remote control, as demonstrated by Unitree’s humanoids and quadrupeds, which have drawn Pentagon attention.

Immediate Impact:

The ban primarily affects new device models seeking authorization. It does not immediately impact already purchased robots or inverters.
