Two AI startups, OpenAI and Anthropic, have recently set records for federal lobbying in Washington, D.C., spending a combined $3.17 million in the second quarter of 2026. This is a significant increase from the first quarter and an impressive feat, as they outspent tech giant Nvidia.

Striking Numbers

The individual lobbying expenses are particularly notable:

  • Anthropic spent $1.97 million, marking a 26% quarterly increase. This surpasses Nvidia’s expenditure of $1.25 million.
  • OpenAI contributed $1.2 million, growing by almost 18%.

Timing and Intentions

The timing of these investments is strategic, as both companies are on the cusp of initial public offerings (IPOs) and aim to secure a favorable reception in Washington before the November midterm elections. They cited lobbying efforts focused on cybersecurity, copyright, cloud computing, and defense procurement.

Contrasting Trends

In contrast, established tech giants (Meta, Amazon, Google, and Microsoft) collectively spent $21.25 million, almost unchanged from the previous quarter. While their priorities include trade, China, taxes, and export controls, they maintain a steadier lobbying presence.

Defense Sector Shift

The defense contractors, however, reduced their combined spending by 3.3% to $19.68 million. L3Harris experienced the most significant decline, while Boeing showed a 13% increase.

Implications and Impact

As these AI startups invest heavily in policy, they navigate copyright lawsuits, export controls, and regulatory debates regarding artificial intelligence. This strategy mirrors OpenAI’s recent policy hires and underscores the industry’s efforts to shape its future.
