Brazil’s Pix: A Trade Flashpoint with the US, and Global Implications

In today’s digital era, the world is witnessing a significant dispute between Brazil and the United States over Brazil’s innovative payment system, Pix.

The Pix Payment System

Pix is a real-time payment network built and operated by Brazil’s central bank, launched in November 2020. It enables users to transfer money instantly using various identifiers like phone numbers, email addresses, or QR codes, at no cost to individuals. Since its launch, Pix has grown exponentially:

  • By early 2025, over 160 million individuals and approximately 19 million businesses had registered for Pix.
  • In 2025, the system processed around R$35tn (close to $6.7tn) across nearly 80 billion transactions, surpassing most private networks in the region.
  • Pix became Brazil’s most popular online payment method in 2025, accounting for roughly 42% of e-commerce purchases, and is projected to reach half of online sales by 2028.

The US Trade Representative’s (USTR) Concerns

The USTR raised concerns about Brazil’s digital trade and electronic payments practices, determining that they were "unreasonable" and burdened US commerce. Specifically, the USTR argued:

  • Conflict of Interest: They questioned the central bank’s role as both regulator and operator of Pix.
  • Disadvantaging US Firms: Mandatory participation for large banks, prominent placement in banking apps, and capped fees were cited as creating an unfair playing field for US payment firms.

A Wider Trade Dispute

The USTR’s concerns were part of a broader trade dispute that included issues like tariffs, anti-corruption enforcement, intellectual property, ethanol market access, and deforestation. Washington imposed a 25% duty on most Brazilian goods, but some categories were reportedly exempt, and negotiations continued.

Brazilian Response

Brazilian officials have strongly defended Pix, with President Luiz Inácio Lula da Silva calling it "a heritage of our people and an international reference for digital public infrastructure." US Secretary of State Marco Rubio and USTR Ambassador Jamieson Greer expressed dissatisfaction with Brazil’s negotiating stance, stating that substantial differences remain. While Brazil has threatened retaliation, they have not yet implemented counter-tariffs.

Global Implications

The dispute has global implications, as analysts at the Atlantic Council note. It raises questions about the role of state-built digital payment systems in international trade and their potential impact on private companies. The outcome will be closely watched by governments and tech companies worldwide, as it sets a precedent for future trade negotiations involving emerging technologies.
