Every binding AI review Washington has proposed has come back voluntary. Zuckerberg reportedly rang Trump about the latest one.

AI Regulation: A Voluntary Approach in the US

Every binding AI review proposed by Washington has ultimately returned as voluntary. According to Politico, Mark Zuckerberg contacted Donald Trump regarding the latest proposal for a national AI regulator.

The Debate Unfolds

The discussion revolves around two models still on the table: a FINRA-style regulatory body funded by the firms it oversees, and an MPA-like voluntary ratings scheme. The controversy centers on the level of self-regulation rather than its existence.

Zuckerberg’s Concerns

Zuckerberg expressed his opposition to the proposed national AI regulator in a call with Trump during the week of August 17th, as reported by Sophia Cai and Charles Rollet for Politico. A White House official confirmed that the Meta CEO was concerned about the proposal.

The Proposed Mechanisms

The FINRA-modelled body would review advanced AI models before their widespread deployment, while the MPA-style approach suggests a voluntary ratings system similar to the Motion Picture Association’s film rating system.

A Pattern of Voluntary Review

This scenario reflects a consistent pattern:

  • A 90-day mandatory model review was softened to a 30-day voluntary window with collaborative frameworks replacing formal government evaluation.
  • Industry pushback on competitiveness grounds contributed to these changes.

In the context of AI regulation, it seems that binding mechanisms are increasingly becoming voluntary, leaving the debate focused on self-regulation and the appropriate level of government involvement.
