  • Oslo boasts 120,469 electric cars (nearly half its passenger fleet) as of the end of 2025.
  • Most (78%) of these vehicles are charged using slow AC units, which are readily available where people already park.
  • Only 611 public charging points fall between 50 and 250kW, while 376 sit above 300kW, catering to taxis, vans, and emergencies.

This successful system relies less on hardware than its location and accessibility:

  • Since 2020, Oslo residents have had the legal right to install charging points at their parking spaces.
  • The city waives public charger parking fees overnight, making slow chargers attractive for overnight charging.

Europe’s Evolution:

This approach contrasts with Europe’s earlier focus on fast charging infrastructure. Recent years saw debate over the need for 6.8 million charging points by 2030. The EU’s recast buildings directive now provides a framework for streamlining installation, mirroring Oslo’s successful model. While detailed regulations are still pending (transposition due in May 2026), this move signifies a shift towards local solutions and resident empowerment.
