  • Collaborate with Private Operators: Agencies are encouraged to co-develop launch infrastructure with private operators.
  • Ensure Adequate Radio Spectrum: The document emphasizes the need to allocate enough radio spectrum to handle the increased launch traffic.

The Arithmetic:

Achieving a thousand launches yearly equates to approximately three launches per day, a significant increase from the current rate of roughly one every other day.

Environmental Considerations and Spectrum Allocation:

The memo primarily targets environmental reviews, which have historically slowed down launch cadence. Launch sites often operate near coastlines and protected habitats, necessitating fresh assessments with each substantial increase in launch frequency.

Additionally, the allocation of radio spectrum is crucial. Each launch requires telemetry and range-safety frequencies, and at a thousand launches annually, this becomes a complex scheduling issue rather than a formality.

Beneficiaries:

SpaceX, which accounts for most American launches, stands to gain significantly from this policy shift. Starlink, a satellite constellation, has driven substantial growth in launch demand, but its economic viability is facing increasing challenges due to replacement cycle costs.

Precedent and Implications:

While not unprecedented, aiming for 1,000 launches annually represents a notable increase from the current rate. This policy provides regulatory cover for agencies working towards this goal, potentially enabling them to overcome environmental opposition more effectively. Environmental groups have previously opposed launch cadence increases at Starbase and Cape Canaveral, preserving their legal standing to challenge specific approvals in court.
